Victor Leitao is a Partner, Chief Operating Officer, and Chief Financial Officer of Prairie Gateway Rail, where he provides strategic leadership across the company's operations, financial management, and business development. With more than 15 years of experience in supply chain management, procurement, logistics, international trade, and organizational leadership, Victor plays an integral role in delivering practical, customer-focused rail solutions that help businesses operate more efficiently and competitively.

As COO, Victor oversees the day-to-day operational strategy of Prairie Gateway Rail, ensuring the company delivers safe, reliable, and responsive services while maintaining the highest standards of quality and customer service. As CFO, he is responsible for the company's financial strategy, budgeting, commercial analysis, and sustainable growth, helping position Prairie Gateway Rail for long-term success.

Victor's career has spanned North America, Europe, and Asia, where he has led complex procurement initiatives, optimized transportation and distribution networks, negotiated strategic commercial agreements, and implemented supply chain solutions that improve operational performance while reducing costs. His ability to connect rail operations with the broader supply chain enables Prairie Gateway Rail to deliver solutions that create value well beyond the railway.

He holds a Bachelor of Arts in International Relations and a Diploma in Business Administration and is professionally designated as both a Supply Chain Management Professional (SCMP) and a Certified International Trade Professional (CITP-FIBP). These credentials reflect his expertise in global trade, strategic sourcing, logistics, and supply chain leadership.

In addition to his executive leadership responsibilities, Victor is committed to advancing the supply chain profession through education and mentorship. He has served as an instructor for several Manitoba educational institutions, sharing his expertise in supply chain management, procurement, logistics, and international trade while helping develop the next generation of industry professionals.
